I faced the same issue and was looking for a proper converter for a long time. So, it's a pity I haven't found your post before. Of course, I found a program that helped me. It was File Type Advisor (https://www.filetypeadvisor.com/). I should say, I don't know any file format that can't be recognized by this program as it knows different file types (text, document, graphics, audio, video) and recommends software to convert them.
