Taro is a new protocol that enables alt coin and NFT assets on Bitcoin blockchain as well as Bitcoin Lightning. It is being developed by Lightning labs and you can learn more about it here https://docs.lightning.engineering/the-lightning-network/taro/taro-protocol

Anyone can run their own Lightning node with Taro running on top of it. Right now Taro Protocol is only Testnet.
