Why am I having a problem linking my PayPal account? It always says there is a problem setting up your PayPal.

To be honest, I have never come across such problem. Have you tried to contact paypal customer service? Or look for the solution on the internet, I am sure someone faced the same problem. You can also file a complaint online if can't solve your problem. Hope it helps!

Hasn't happened to me but I'd also suggest reaching out to their customer support.
