ok their site is up and running and working. I show someone was referred there today so it worked for them. Maybe they need to approve you and verify IP so multiple people don't sign up under same IP. But it appears it's working just fine. I am not the site administrator. Just pointing out the giveaway.
These guys are announcing an ICO in the very near future.

Final details are being prepared for the Blockpool ICO and pre-ICO funding is taking place. It is expected that the ICO period will be March-May 2017.
